Step-by-step explanation:

 {27}^{x + 1}  =  {9}^{x + 3}  =  {3}^{y}

 {3}^{3(x + 1)}  +  {3}^{2(x + 1)}  =  {3}^{y}

 {3}^{3x + 3}  =  {3}^{2x + 2}  =  {3}^{y}

equating the bases

3x + 3 = 2x + 2 = y

finding the values of x and y

3x + 3 = 2x + 2

x =  - 1

y = 2x + 2

y = 2( - 1) + 2

y =  - 2 + 2

y = 0
