Solution:

The absolute refractive index for a medium is given by,

Refractive index = speed of light in vacuum/speed of light in given medium = v(Vaccum)/v(medium)

We have two mediums here, water and glass.

The refractive index when glass is the medium = v(vaccum)/v(glass) = 3/2

The refractive index when water is the medium = v(vaccum)/v(water) = 4/3

Now,

the refractive index of glass with respect to water = v(water)/v(glass)={{v(water)/v(vaccum)}/{(v(glass)/v(vaccum)}}

the refractive index of glass with respect to water = (3/4)/(2/3)

the refractive index of glass with respect to water =(3/4) * (3/2)=9/8

∴ The refractive index of glass with respect to water = 9/8
