Mean = (sum of observation) / (number of observation)

Sum of observation is given as = 70

Number of observation = 20

∴ Mean = 70/20 = 3.5

But, here observation starts from= 23.

∴ Mean = 23 + 3.5 = 26.5

I don't think calculation of mean of deviations would be possible here.

70 is the algebraic sum, so it is the sum taken of the deviations with sign, so as long as you don't have the data, you can't calculate the absolute value of sum of deviations from 23, but you can calculate the mean value of data, as someone has already done.

The mean value would be 26.5
