There are many reasons behind it like:-
1.continuous evaporation due to heating by sun of oceans.
2.lowering of water table underground
3.uneven distribution of water due to human interference on earth.

The amount of water since the formation of the earth has remained the same. Some regions naturally do not have lots of water for instance the deserts. However, continued exploitation of the environment by human beings has led to changes in weather patterns across the globe. The cutting of trees and the emission of greenhouse gases into the air has not only affected the industrialized countries. The effect is felt over a large area and thus leading to low without clear knowledge as to where rainfall levels diminish and where they increase.
