current population = 16000

After one year population = 16000 - 10% of 16000 = 16000 - (10/100)×16000

                                           = 16000 - 1600

                                           = 14400

After second year population = 14400 - 10% of 14400 = 14400 - 1440

                                             = 12960

After third year population = 12960 - 10% of 12960 = 12960 - 1296

                                             = 11664

population in three years will be 11664

other quickest way is each year population is becoming 90% that is .9 of previous year

so after three years population will be 16000 × .9 × .9  × .9 = 11664
