Its because alcohol has less boiling point. It means forces between molecules of alcohol is less (as compared to water). So the the molecules of alcohol gain heat energy from our hand as latent heat of evaporation and evaporates making our hand feels cold.

Answer:

The alcohol on our hand absorbs its latent heat of vaporisation from the surface of our hands and evaporates. Drawing heat and therefore, cooling our hand in the process.
