In conductors charge is present on the surface and in non conductors charge is present inside the body .

and using gauss law on the surface of the non coductor ( the body in which current is present inside the body) we can find the value of magnetic field which is non zero .

so, in non conductor in which charge is not present on the surface ,electric field exists on the surface
