According to question

Circumference - Diameter = 16.4
=> pi d - d = 16.4
=> d(22/7 - 1) = 16.4
=> d *15/7 = 16.4
=> d = 16.4*7/15
d = 114.8/15
Diameter = 7.7 cm

given=>diameter-circumference=16.4
r/2 -2πr =16.4
r(1/2-2π)=16.4
r(1/2-2×22/7)=16.4
r(1/2-44/7). =16.4
r(7-88/14). =16.4
r×(-81)/14=16.4
r×(-81)=16.4×14
-81r =229.6
r=229.6/(-81)
r=2.9cm
circumference=2πr
=2×22/7×2.9
=18.3cm
diameter=2r
=2×2.9
=4.38 cm
