4119     => 1941      ( 4x1x interchanged  , x1x9 interchanged)

1974     =>7419      ( 1x7x interchanged  , x9x4 interchanged)

9841     =4198      (9x4x interchanged  , x8x1 interchanged)

3619    =>1936      (3x1x interchanged  , x6x9 interchanged)

1936     - least number

1941   - second least number

4198

7419  

1941  corresponds to  4119

4119  will be the second least number
