velocity= slope of displacement vs time graph= tan(theta)
for straight line parallel to time axis the slope is zero = tan(theta) is zero
therefore velocity is zero and particle is at rest .
Simply you can see that particle is at the same position and time is changing in the graph, so it's velocity is zero.
