If the Earth did not rotate,would there have been low pressure in the sub polar region??​

Yes , if the Earth does not rotate then side will be have complete darkness and will be cold whereas the other side will be blistering hot with too much light. Since the colder part of the Earth has a higher pressure than the hotter part , the winds will come rushing into all the places on the hotter part of the Earth which also includes parts of the sub polar regions. Therefore , parts of the sub polar regions ( not the whole region itself ) , will have low pressure.
