to be a constant polynomial,the coefficient of y must be zero,which is k²-2k+1
or,k²-2k+1=0
or,k²-k-k+1=0
or,k(k-1)-(k-1)=0
or,(k-1)(k-1)=0
or,k=1
When k=1 the polynomial becomes
(0)y+√17=√17
which is a constant polynomial.
