When frame of reference is trsnsformed, magnitude of the vector will remain the same ( this can be understood by the fact that distance between 2 fixed points in space will remain same , whatever changes) but the direction of the vector will change depending upon how u transformed the frame of reference. Therefore, as a whole , vector changed.
But if that word is rotated, then you have to understand that rotating frame of reference is a case of non inertial frame of reference that is rotating relative to inertial frame of reference and its magnitude ( here, it is a different case then above since it is a non inertial frame of reference)as well as direction changes and it will be a function of angle of rotation
