every 1° is equal to 4 minutes.

If it is on west of greenwich median than substract the calculated time from actual time of GMT and if it is on east than add.

69°E = 69×4 = 276 minutes i.e 4 hours 36 minutes.

time on greewich is 12:00 . so, time on 69°E is

12 +4 hr 36 min = 16:36

similarly in case of 30°west we have to substract the time i.e

12 - 2 hrs = 10:00

and for 12°E again add

12+48 min = 12:48

Hope its helpful.
