if the Governor is possible so to whom he is responsible

The Governor is a constitutional head of the state who is the appointed by the President. Since the Governors are not elected by the people they are not  responsible and accountable to the people.
However, since he is the central nominee he is answerable to the Centre for upholding the constitutional sanctity of the state and can be dismissed by the President on the advise of the Prime Minister as under Article 156 (1)  which states that the Governor shall hold office during the pleasure of the President
