If the graph of a quadratic equation touches the x-axis at only one point, what does that mean?

It depends on what you mean by “cuts”. If it is a quadratic equation with equal roots, then the graph just touches the x-axis at one point, but the rest of the graph stays on the same side of the x-axis.
