First suppose the height and radius of the cone as x and y respectively.
Then find then the volume of the cone in terms of x and y.

Then double the height and radius, height and radius will be 2x and 2y respectively.
Then find the volume of the cone in terms of x and y again. (using new height and radius)

Now divide the two volumes and the quotient will be your answer.
