Yes lightning conductor will be needed to be installed because the lightning tends to strike the highest point of reach so the lightning conductor should also be placed at the top of tall buildings

Good conductors will allow the energy from the lightning to flow through it to where it is connected. Therefore, if the materials used for constructing the building were good conductors, then lightning will strike the building.

Since the materials are already good conductors, there is no need for additional conductors. The conduction from the materials of the building will direct the strike toward it and the inside will remain shielded.
