Good conductors will allow the energy from the lightning to flow through it to where it is connected. Therefore, if the materials used for constructing the building were good conductors, then lightning will strike the building.
Since the materials are already good conductors, there is no need for additional conductors. The conduction from the materials of the building will direct the strike toward it and the inside will remain shielded.
