13 = x + x + 4 + x + 8 + x + 16 / 4
13 × 4 = 4x + 28
52 - 28 = 4x

its very simple
whenever we find mean of any number then we add the observations and divide them by no.of observations
sum.of observations is x+x+4+x+8+x+16
=4x+28
no. of observations = 4
according to given statement
13=(4x+28)÷4
13=4(x+7)÷4
13-7=x
x=6
