m.p of line PQ  = [ (x₁ +x₂)/2 , (y₁+y₂)/2 ]    ( P(x₁,y₁) & Q(x₂,y₂) )

=> (2,-3) = [ (6-2)/2 , (b-2+4)/2 ]

=> (b-2+4)/2 = -3

=>  b+2 = -6

=> b = -6-2 = -8
