if the moon attracts the earth , why does the earth not move towards the moon

According to the third law of motion the earth does move towards the moon but according to the second law of motion for a given force acceleration is inversely proportional to the mass of the object. Hence we know mass of moon is much less as compared to the mass of earth. So we do not see the moon attracting the earth towards it.
