It is not the moonlightbut the absence of a “hat” that causes a body to loose heat by radiation.
Any amateur astronomer will tell you that a telescope will collect dew even when the air temperature is above the dew point. That is because your telescope will loose heat by radiation and its temperature falls below the ambiant temperature.
This will be true with or without moonlight. The same goes true for dew. You will notice that dew forms in open fields before under a tree when the sky is clear, whether there is moonlight or not.
