This speed can be any value including zero. At zero speed the body remains at rest , ie,, wont move. SO it does not necessarily mean that the object should be at rest.

By Newton first law of motion a body continues its state of rest or continuous motion until a net external force is applied on it.

Also ,

F = dp/dt

If F=0

Then , dp/dt=0

This implies p=constant

as p = m.v =constant

v=constant/m

So the state after net external force be zero will be dependent on the initial and final velocity of the body.
