Hey mate

here goes your answer

firstly i will consider the original numerator as x and denominator as y

 \frac{120}{100}  \times x = 16 \\x  =  \frac{160}{12}  \\ x = 13.34

 \frac{90}{100}  \times y = 21 \\ y =  \frac{210}{9}  \\ y = 23.34

the fraction is

 \frac{13.34}{23.34}
