kx +9/2y = 12 or kx +9/2y -12 = 0

a2 = k , b2 = 9/2 and c2 = (-12)

therefore a1/a2 = 2/k,

b1/b2 = 3/9/2

c1/c2 = (-7)/(-12)

therefore k = 3

as a1/a2 = b1/b2

i.e.,  2/k = 2/3
