If the parents are Type A and Type O could they have children with Type B blood?

No because for type A blood group their are only two possibilities either Ia Ia or Ia Ii, and for o type it is only Ii, so no b gene is involved in the cross, so the child will either have A blood group or I, the situation can be possible if one of the parent had either type A or type AB blood group.
