$x - 2 = 0 \\ x = 2 \\ ax ^{3} + {3x}^{2} - 13 \\ a {(2)}^{3} + 3( {2)}^{2} - 13 = 0 \\ 8a + 12 - 13 = 0 \\ 8a - 1 = 0 \\ 8a = 1 \\ a = \frac{1}{8}$
