if the potential difference is 10 and the current is 0 . so the resistance will be infinity​

There is an electric field across the resistor - therefore there is a potential. There need not be any flow of current for potential to exist.

Logically if you have just a 10 V power source, it has a close to infinite resistance across it - the air itself or the casing and insulation between the two terminals - still there is potential.
