If the power is 2D+, then no it is not a mirror.

Converging lenses have positive optical power, while diverging lenses have negative energy.  

Mirrors, however, are merely glass which has been stained with silver to make it reflective; it has nothing to do with power.

Usually, mirrors have no control.
