let the price of wheat is 100rs/kg
new price after 30% increase 130.
as 130rs amounts to 1000gm wheat
so 1 rs amounts to 1000/130 gm wheat
so 100rs amounts to 1000x100/130=769.23 gm wheat
decrease in consumption 1000-769.23=230.77
in terms of percentage 230.77x100/1000=23.077
