True. Let the radius and height of a cylinder be r and h respectively .

Then , Volume of cylinder ( V1 ) = π r ^ 2 h

If radius of a new cylinder ( R ) = 2 r

Height of a new cylinder ( H ) = h / 2

Volume of a new cylinder , V2 = πR^2H

 \small {= \pi(2r)^{2} \:  \frac{h}{2} = 2\pi \: r^{2}h = 2 \times v1 }

Hence , Volume of a new cylinder becomes doubled.
