Let the radius of the first circle be r1.
Let the radius of second circle be r2.
Circumference of a circle is =
2 \times  \frac{22}{7}  \times r
Therefore r1:r2=3:1
r1=3k
r2=1k
Area of first circle is
 \frac{22}{7}  \times 3k \times 3k

Area of the second circle is
 \frac{22}{7}  \times k \times k
The ratio is 9:1
