After placing the ruler with 25cm of it on the table and 5cm in air...
When we vibrate, we may notice that number of vibrations produced by 25cm blade is less.
As pitch of sound depends upon frequency
so, frequency is less and hence pitch of sound is low and hence low pitch sound is produced by blade.
conclusion:
More is shrillness of sound more is the pitch and it has more frequency.

Actually it depends on the material and length of the scale.
but according to this question we can say there will be no sound because of the less vibrations and low movements of the scale that rests on the table excluding most of the part of the scale (25cm) ouside or off the table .
