For sliding friction: suppose both surfaces are horizontal, surface x is fixed and we exert a horizontal force on y, while y is stacked on top and faces x.

Now, as long as the force is less than the 20N, y will not move. This can only be, because friction forces have the same magnitude, but opposite direction.

If your force F becomes higher than 20N, you ‘win’ from the friction force, which stays at max of 20N. Your resultant force will be F-20. (Assuming no other forces are at work).
