Expansion is caused by repulsive gravity (caused by negative pressure). Attraction is caused by attractive gravity. The universe is expanding for sure, but the space between constituents of the galaxy is not increasing. This is because the repulsive gravity inside the galaxy is much weaker than the attractive gravity. Thus, if I were to answer your question with one word, I would have said - Gravity. :)
