If the velocity of a body changes from 13 m/s to 30 m/s, the average velocity is the sum of the initial and final velocity divided by 2.
So the average velocity is ((13+30)/2) m/s = 21.5 m/s
Velocity is the rate of change of the position of your body with respect to time and frame. Velocity of a body can never be zero.
