21+16=37 apples have been used.
So 60-37=23 apples are left in the basket.
Cost of 10 apples is Rs. 20.
So cost of 1 apple = Rs. 2.
Cost of 23 apples is 23*2= Rs. 46.

Another condition is possible.
Since it is not mentioned in the question whether the rotten apples are neglected or not.
So if the rotten apples are also included, the question will have the following answer.

Apples left=> 60-16= 44.
Cost=> 44*2= Rs. 88.

I know I confused you. But the question is itself unclear. I hope it was helpful. Good luck!

Anjali1110: I think the second condition will not be emphasized. So the first condition gives the right answer. Good luck!
Akshaymas: 46?
Anjali1110: Yes :-)
Anjali1110: Probably

number of apples =60
number of rotten apples=21
number of apples eaten=16
total number of apples left=60-(21+16)
=23
cost of 10 apples=20 rupees
cost of 1 apple=2rupees
therefore cost of 23 apples=46rupees
