well.......
it looks that both have same mass and therefore both will have same weight.....
but actually the answer is no.....
1 kg of steel rod will have more weight.......!!
you know that density of cotton.......is much lesser than the density of steel......
and therefore in air the cotton will feel more buoyant force...... which will make it lighter than steel.....

yeah I forgot to write one thing..
as the cotton will displace large amount of air
it will have more buoyant force acting...on it
