No you can't cancel 2 and 22 since in multiplication of fractions, cancellation is allowed, but only denominator and numerator or numerator and denominator.

 \frac{22}{7}  \times 2 \\  =  >  \frac{44}{7}

no buddy we can't cancel 2 and 22 but we can multiply both of them and we can cancel only 2 and 7 if they are canceling.
