Earth does not have that much gravitational force to attract other planets.
But Earth have that much energy that it can apply force on moon that it revolves around it.
Now except Mercury, Venus and Mars all other planets are lagger than earth.
note that formula of gravitational force is
Fg = (Gm1m2)/r2.
One thing more is to be noted that to avoid collide moon revolves , think if moon stop revolving than earth will attract it and moon will collide with earth , so by revolving also force can be balanced.
Also one thing that ,
all force of all planet are balance according to Newton's third law
