you cannot say the appropriate time, if it is not caused due to gravitational pull of moon.
usually on full moon night i.e after every 14 days,we can see high tides in seas and oceans
But as i know, there are two tidal bulges which occurs 25 mins and 12 hours apart.
So, probably it would happen at 7:25 am

between high tide and low tide is 6 hour
so now is high tide at 7.am
next is low tide at 1 p.m
and high tide will be 8p.m
