Some useful measures:-

1.they should use ground water

2.they should get supplied with pipes and all..

3.they must order water tanks from cities to tackel this problem...,etc.

they should use the systems of drip irrigation which transports equal amount of water to the roots of the plants in very small quantities, does not waste water and is helpful and also good for the plants
