if there is low rainfall through out year , what measures will you suggest to the farmer for better cropping?

Low-rainfal cropping districts face major challenges associated with yeild variability and is the effect on profitability.So, in this case-the farmers can be suggested for cropping in winter season. It will have a better results.
Along with different types of manure, pestisides for their proper nourishment.They can also be suggested about rain guage.
