If they say an atom is electrically neutral,then according to me its wrong because protons=+ve charge,electrons=-ve charge and neutrons=neutral.So + and - makes negative.So therefore an atom is 'NEGATIVELY ' charge right?

No, Its not right. Don't apply maths on atoms. Here positive and negative sign only shows the nature of electron and proton.
