so gravitational pull is nothing but attractive force between two or more bodies dependent on their masses.

m1 m2 masses
so the direction of force will be
towards the heavier body.
so if u have a very big pan size of a continent or something the moon will have a gravitational pull.
also think about this if there is a water sphere heavier than the moon itself it will attract the moon itself ;)
