If tides are caused by the gravitational force exerted by the moon on Earth, so why doesn't the moon able to attract other things on Earth?

It does attract other objects too but the force of attraction is immeasurably small. It's a matter of area and size the ocean cover a larger area and they are subject to more force by the moon. But when we see the smaller oceans or sea we find that they have weaker tides. That's just because of the size! Size is what matters most in this aspect.
Similarly there is a force on us by the moon but it's immeasurably small to attract us in such great extent.
