Reaction depends on relative eletronegativity between two atoms. Oxygen usually shows (-2) oxidation state and Fluorine shows (-1). But they raect with each other to form OF2 as the relative electronegativity of Oxygen is less than flourine.
On the other hand, two Flourine atoms make bond to each other by electron sharing though they both have same eletronegativity.
So, reaction is possible between two atoms inspite of negative valency.
