If two charges kept in air at a certain separation, are now kept at the same
separation in water of dielectric constant 80 then what happens to the
force between them

The total electric field E(net) is the sum of these two fields so net field will be reduced by a factor depending o dielectric constant of water. So the force f will go down to f/k = f/80 as k = 80 for water
