They are {(H,O), (O,H), (H,M), (M,H),(H,E), (E,H), (O,M), (M,O), (O,E), (E,O), (M,E), (E,M)}.

There is only two selections that has 2 consonants (non-vowels)= {H,M};{H,M}

So, probabilty =

 \frac{2}{12}  =  \frac{1}{6}

So, option (a) is the right answer
