if two objects of masses m1 and m2 are dropped from the same height. what is the ratio of velocities of the two objects when touches the ground

See the question you are asking is incomplete because the question doesn't specify that if the object is falling from different or same heights which make both the scenarios total different.
1. If they are thrown from same height there velocity become 1:1 because irrespective of the mass the body with gain the same velocity.
2. If the heights are different then we can't say anything until and unless the heights have been mentioned.
